LEAP PROGRAM

Improving LSC effectiveness is one of the key priorities of the 2016 Quad Business Plan. The goal is to have LSCs that are more effective and efficient in providing programs and services to the athletes, coaches, officials and clubs.



Key strategies of the 2016 Quad Plan that relate to LSCs include:

• Expand educational opportunities for LSC leaders

• Challenge LSCs to provide developmentally sound, family-friendly competition programs

• Expand LSC volunteer participation

• Encourage the development of LSC partnerships of shared services and programming

• Overhaul the LSC Board of Review system



The LEAP assessment tool provides a roadmap to LSC effectiveness and success in four key areas:

• Business and Organizational Success

• Volunteer Development

• Club and Coach Development

• Athlete Development



LEAP is divided into three levels with LEAP Level 1 required of all LSC’s once per quad.

The intent of LEAP Level 1 is to:

• Help LSC’s self-evaluate

• Be sure that LSCs are in compliance with USA Swimming Rules and Regulations and the legal requirements of non-profit governance

• Ensure continuity in LSC governance even as leadership changes



LEAP Levels 2 and 3 are voluntary and intended to recognize achievement in various programming and service efforts. In addition LSCs are encouraged to take on programming and services that will provide enhanced services to athletes, members and volunteers.



Some may wonder "why do we have to do this?" The answer is that it is important to be sure we are in compliance but it is even more important to do more than "what we always do." Ask yourselves:

• What can we do to get better?

• How can we provide better services to our members?

• What can we learn from other LSCs?



The LEAP process is not meant to be onerous or a burdensome, but rather assistance and achievement oriented. It is completely web-based. Each LSC’s submission is evaluated by a team made up of relevant Zone Directors and Sport Development Consultant, LSC Development Committee members and other interested volunteers.
